A region whose service and infrastructure gap against the rest of Australia had never been measured on a comparable index.
Geografia developed a method to calculate UN Human Development Index values for every Australian LGA, then used it to compare the Torres Strait Region against the rest of the country. Root-cause analysis, stakeholder interviews and network analysis identified the service and infrastructure gaps behind the difference. It found the region was on par with the less-developed parts of the Pacific Islands.

The comparison is being used to advocate for greater investment in transport, telecommunications and other services in the Torres Strait, in support of Closing the Gap targets.
