Several large projects landing at once on the Western Australian coast, each bringing its own workforce, housing and infrastructure demands.
Demographic modelling, workforce impact analysis, a housing and land capacity review, spatial analysis and infrastructure demand forecasting were combined with scenario testing and visitor-economy analysis to quantify the cumulative impact of the major projects underway.
The work identified the land and infrastructure the shire would need to hold that growth, and when each would be required.

The updated Growth Plan set out population and housing projections, infrastructure sequencing, tourism and retail prospects, and a prioritised action plan covering land supply, energy transition, coastal resilience, social infrastructure and economic diversification. Monitoring arrangements were established to guide decisions as conditions change.
