The question

A greenfield precinct being planned for jobs as well as homes, and zoned land is not the same as usable land.

What we observed

A regional and precinct-level assessment reviewed earlier work, rebuilt employment and floorspace projections and tested the site’s development capacity. Light industrial, retail and service-based employment matched long-term regional need without duplicating neighbouring precincts.

The assessment identified the land use configurations and spatial arrangements that balance local demand against market feasibility and infrastructure capacity.

What changed

The work recommended Commercial 2 and Industrial 1 zones to keep the precinct responsive to market conditions while holding the recommended employment mix. The Croskell Employment Precinct Structure Plan has since been gazetted.
